What’s the Update? Post Graduate Work Permit - June 2025
Canada has updated the list of eligible fields of study for Post-Graduation Work Permits (PGWP). This update is part of ongoing changes to the International Student Program that began in 2024.

Background: New Rule Introduced in 2024
Since November 1, 2024, a new eligibility rule applies. Non-degree program students (including diploma and certificate programs, excluding bachelor's, master’s, or PhDs) must be enrolled in fields of study linked to long-term labour market shortages. These fields must align with Canada’s Express Entry priorities, such as healthcare, trades, education, and other high-demand sectors.
What Changed on June 25, 2025?
Canada updated the eligible list to match the 2025 Express Entry occupational priorities.
Specific changes:
119 new fields were added, particularly in healthcare, social services, trades, and education.
178 fields were removed because they are no longer linked to jobs in long-term demand.
The total number of eligible programs is now 920.
Who is Affected?
If you applied for your study permit before June 25, 2025, you remain eligible for a PGWP based on the old list—even if your program is no longer on the new list.
If you applied on or after November 1, 2024, and your program is a non-degree, it must be in an eligible field to qualify for a PGWP.
Students in degree programs (bachelor’s, master’s, or PhDs) are not affected by this new rule.
