In the latest Expression of Interest (EOI) Draw #249 held on July 10, 2025, the province issued 67 Letters of Advice to Apply (LAAs) to eligible candidates under the Manitoba Provincial Nominee Program (MPNP). What the announcement means: 


1. Invitation figures

A total of 67 Letters of Advice to Apply (LAAs) were issued:

  • 40 under the International Education Stream, specifically the Graduate Internship Pathway (GIP

  • 27 under the Skilled Worker Stream, which includes both in province and overseas categories.


2. Express Entry connection

  • 29 of these 67 candidates had active Express Entry profiles. A provincial nomination grants a +600 CRS boost, ensuring a nearly guaranteed Invitation to Apply (ITA) for permanent residence.


3.  Minimum score for skilled stream

  • The lowest-ranking candidate in the Skilled Worker category scored 673 points in the EOI pool 


4. Objectives of the draw

  • Retain international graduates: GIP targets those who completed Master’s or PhD in Manitoba and finished a paid internship there — helping shift them from study to settlement 

  • Fill labour gaps: Skilled Worker stream selects applicants with either employment in Manitoba or strong ties to the province, through Strategic Recruitment Initiatives focused on specific communities and employer needs
