Canada Extends Special Temporary Measures for Palestinians in Canada

Canada has once again reaffirmed its commitment to supporting those affected by the ongoing humanitarian crisis in Gaza. On August 1, 2025, the Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship, announced the extension of special temporary measures for Palestinians currently in Canada who cannot safely return home.

Background of the Measures
First introduced in December 2023, these measures were created in response to the escalating conflict in Gaza. They provide vital relief for Palestinians in Canada, as well as foreign national family members of Canadian citizens and permanent residents who left Gaza on or after October 7, 2023.
Under these provisions, eligible individuals can apply for:
Fee-exempt study permits
Fee-exempt open work permits
Fee-exempt temporary resident permits
Extensions of temporary resident status
These measures are intended to ensure that displaced Palestinians can remain in Canada legally, pursue education, work to support themselves, and access healthcare while they are unable to return home.

As of July 8, 2025:
More than 1,750 people who exited Gaza have passed security screening and been approved to come to Canada.
Over 860 people have already arrived safely from Gaza.
The government continues to process applications under the pathway for extended family members, although many face difficulties leaving Gaza to complete biometrics and other application steps.

Looking Ahead
While Canada continues to advocate for the safe exit of individuals still trapped in Gaza, the ultimate decision lies with authorities controlling border access. Until then, the extended measures ensure that those already in Canada can continue to live, work, and study without the added burden of fees or status uncertainty.
The situation in the Middle East remains fluid, and the Government of Canada has pledged to adjust its response as needed.
