BC PNP Entrepreneur Immigration (EI) is for experienced entrepreneurs who are ready to invest in and actively manage a business in B.C. If approved as a provincial nominee, you and your dependent family members can apply to immigration, Refugees and Citizenship Canada (IRCC) to become permanent residents of Canada.
The BC Provincial Nominee Program’s Entrepreneur Immigration stream offers an exciting, two-step pathway: first secure a work permit, then earn permanent residency (PR). Here’s everything you need to know—simply explained.
Two Pathways: Base and Regional.

Base Stream: intended for experienced entrepreneurs who intend to establish new businesses or take over and grow existing businesses in B.C. In order to apply to EI – Base, you must first determine your eligibility based on the stream requirements.

Personal requirements
personal net worth of at least CAD$600,000
business and/or management experience
basic English or French language skill equal to Canadian Language Benchmark (CLB) level 4 or higher
have been lawfully admitted in the country where you currently live
have, or be eligible for, legal immigration status in Canada
Business, job and investment requirements
establish an eligible new business or buy and improve an existing business
make an eligible personal investment of at least CAD$200,000 in the business
create at least one new full-time job for a Canadian citizen or permanent resident

Step-by-step
Here’s how the journey woks
1. Prepare a comprehensive business proposal
Your proposal should be realistic, backed by your knowledge and experience, and aligned with B.C.’s economy. It is a good idea to explore B.C.’s key sectors (such as tech, clean energy, agriculture, and tourism) for higher success.
2. Register with BC PNP
Create a profile in BCPNP Online and submit your short business concept.
Pay the $300 registration fee.
Your registration will be scored based on your experience, language, education, and the strength of your business idea.
If successful, you enter the qualified pool for up to 6 months.
3. Invitation to Apply (ITA)If invited, you must:
Get your net worth verified by an authorized accounting firm.
Submit your full application within 4 months.
Attend an interview (if requested).
If approved, you will sign a Performance Agreement—a contract outlining your commitments in B.C.
4. Work Permit
You’ll receive a support letter to apply for a Canadian work permit.
Once approved, you (and your dependents) can move to B.C.
You must arrive within 12 months.
5. Build Your Business
You’ll have up to 20 months to establish and actively manage your business.
Follow your business plan and meet the terms of your Performance Agreement.
6. BC PNP Nomination
Submit a Final Report between 18–20 months.
Provide proof of language skills (minimum CLB 4).
If you’ve met the conditions, you’ll receive a provincial nomination.
7. Apply for Permanent Residence
With your nomination certificate, you can apply to IRCC for permanent residence under the Provincial Nominee Class.
This includes your spouse and dependent children.
